Add the bell pepper, sundried tomatoes, lemon zest, basil, salt and pepper to a food processor. Peel the garlic and add. You may add more or less garlic as desired.
Blend the ingredients together to combine. You should have a chunky sauce consistency. Add the heavy cream to the food processor.
Blend the cream and vegetable mixture together until you have a smooth sauce. Taste the mixture and adjust seasonings as necessary. You may add more lemon, salt and pepper as desired. Stir through low carb spaghetti or heat through and use as a sauce for cooked meats.
