Heat water on the stovetop. Once boiled, remove from the heat and add the tea bags. Allow it to steep for 5 minutes. Remove the tea bags.
Melt the butter in a microwave. Add the butter, maple-flavored syrup, cinnamon, nutmeg, and cloves to a bowl. Beat with an electric mixer until thoroughly combined.
Stir the butter mixture into the warm tea. Add the rum and mix well. The butter mixture should be completely dissolved.
Transfer to serving cups. Optionally, sprinkle some more cinnamon on top. Serve warm.
