Prepare the bell pepper, jalapeno, garlic, and cilantro. Chop all the ingredients into a very small dice (like you would see for a traditional salsa). For the bell pepper, choose a variety of red, yellow, and orange colors for a pretty looking snack.

Combine all of the ingredients listed in a bowl. You can serve immediately, or you can let the salsa marinate overnight in a refrigerator. The peppers will soften, some liquid will collect in the bowl, and the flavors will marry.
