Thinly slice the cabbage, bell peppers and scallions and add to a large mixing bowl. Roughly chop the cilantro and add to the bowl, toss to combine.
Add the sour cream, mayonnaise, lime juice, chili flakes, salt and pepper to a small mixing bowl and whisk together.
Spoon the dressing over the vegetables and stir until evenly coated.
Scatter over the pumpkin seeds and stir through the slaw to serve.
