Finely slice the olives and roughly chop the capers. Add to a mixing bowl along with the cream cheese, lemon zest, lemon juice, pepper and garlic powder. Mix together well to combine.
Step 2
Spoon the cream cheese mixture along the center of each celery stalk and refrigerate until ready to serve.
