To a large bowl, add the cream cheese and goat cheese. Beat using a hand mixer until smooth. Add the lemon juice, orange zest, orange marmalade, cheddar cheese, salt, and pepper

Roughly chop the pecans and cranberries and add them to a shallow plate. Finely chop the chives and add them to the pecans and cranberries. Mix using a spoon.

Using a cookie scoop, scoop out one round of cheese filling and toss in the cranberry/pecan mixture. Continue until all cheese bites have been rolled in the coating. Transfer them to a plate.
