Peel the garlic and add the cloves to a food processor. Add the fresh cilantro and parsley. Add the lemon zest, chili flakes, cumin, salt and paprika.

Pulse the mixture in the food processor. The mixture should be broken down and roughly chopped. You may need to pulse this a few times.
Step 3
Add the lemon juice to the food processor. With the motor running slowly, drizzle the olive oil a little at a time and continue to blend. You should have a coarse paste consistency. Taste the mixture and adjust seasonings and spices as desired. Cover and refrigerate until ready to use.
