Heat the first amount of olive oil in a pan over medium-low heat. Chop and toss both green and white ends of scallions and the garlic in the hot oil.
After the onions gain a golden char, reduce the heat and continue to cook down the onions until they are soft and roasted – 4 or 5 minutes.
In a food processor, blend together the feta cheese, cream cheese, water, second amount of olive oil, salt, and red pepper. Blend until smooth.
Next, blend in the lemon juice as well as the roasted scallions with their garlic and oil. Blend again until smooth.
You may serve this feta dip warm or cooled with extra lemon wedges and chopped green scallions as garnishes.
