Preheat an oven to 350 degrees. In a medium sized pan over medium-high heat, cook the ground sirloin with the salt, pepper, garlic, onion, cumin, red pepper, and paprika. Break up the ground beef and continually cook until you have golden brown and slightly crispy bits.

Turn the heat down low and stir in the tomato. Heat through until all the ingredients are tempered through. Set the pan aside to cool slightly.

In a small baking dish (about 8X6), use a fork to spread the cream cheese across the bottom. Then, thinly slice and arrange the jalapeno over the cream cheese.
Step 4
Pour and spread the chili filling on top of the cream cheese. Top this off with an even layer of cheddar.
Step 5
Place foil over the dish and bake in the oven for at least 15 minutes. You may go longer to darken the edges of the dish if you wish. Enjoy while hot and creamy!
